Peking, April 3, 1907. WITH reference to my despatch No. 84 of the 16th February on the subject of the Trade-marks Regulations, I have the honour to inclose a translation and copy of correspondence recently exchanged with the Wai-wu Pu, respecting the new draft Rules prepared by the Board of Commerce in November 1906.

In concert with my French and German colleagues, I have urged on the Chinese Government the necessity of adhering generally to the draft of April 1905 in the further consideration of this question.

ON the 5th December, 1906, this Board had the honour to communicate to your Excellency the new Trade-marks Regulations drawn up by the Board of Agriculture, Industry, and Commerce, and to request the favour of a reply.

The Board of Commerce has now addressed a despatch to this Board pointing out that a long time has been taken for examining these Regulations, and expressing the view that, if they could be determined on and put into effect at an early date, it would be to the advantage of both foreign and Chinese commerce. They request the Board to again press the foreign Representatives for an early reply.

I accordingly have the honour to request your Excellency to favour me with an carly reply in order that I may be able to answer the despatch of the Board of Commerce.

Peking, April 3, 1907. I HAVE the honour to acknowledge the receipt of your Highness' note of the 15th ultimo, requesting, on behalf of the Board of Commerce, that an answer should be returned in regard to the new Trade-marks Regulations drawn up by that Board and communicated to me by your Highness on the 5th December, 1906.

I have the honour to state, in reply, that these draft Regulations have been carefully examined in consultation with the representatives of British firms in Shanghae, and that, although they satisfy to a certain degree the conditions which are sought by His Majesty's Government, they have been found to differ so entirely from the draft Regulations of April 1905, which have been looked upon by my Government as the base of discussion, that I feel bound to adhere generally to the lines laid down in the earlier draft above mentioned, and trust that your Highness will confine the negotiations to the consideration of that document.
